Jim Bartlett will describe how to detect ITAR, EAR, and FTR violations, and how to write and submit voluntary disclosures. Jim will also advise on how to react to subpoenas and search warrants.

SPEAKER BIO:

JimBartlett is an attorney specializing in international trade. Jim is co-author of the textbook, United States Export Controls (7th ed.2020), author of Bartlett’s Annotated International Traffic in Arms Regulations(“The BITAR”),author ofBartlett’s Annotated Foreign Trade Regulations(“The BAFTR”), editor of the Societyof International Affairs “Pocket ITAR”, editor of The Export/Import Daily Update(“The Daily Bugle”),and has been Associate Editor of the ABA Public Contract Law Journal since 1993.

Mr. Bartlett is Principal of Full Circle Trade Law, PLLC, of Washington, DC, and is a partner of the international trade audit firm,Full Circle Compliance, BV, of Bruchem, Netherlands.He has taught U.S. trade law at the Netherlands Defense Academy, the University of Liverpool, and the Luiss University School of Law, Rome. Jim was previously Senior Counsel—Export/Import Law, NorthropGrumman Corporation;Director of Global Trade Controls, Harris Corporation;Assistant Professor of Military Law,U.S. Naval Academy;Assistant General Counsel,U.S. Defense Intelligence Agency; and spent several years as a prosecutor and criminal defense counsel. Mr. Bartlett’s professional qualifications include a Juris Doctor from Albany Law School, Union University (1974),a Master of Laws (Government Procurement) from George Washington University Law Center (1987), and he is also a licensed U.S. Customs broker.Jim is admitted to practice law in the courts of New York, Pennsylvania, Florida, the District of Columbia, various U.S. district courts, the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, the U.S.Court of Appeals for the Armed Forces, and the United States Supreme Court.
