NADEC Update: Advancing Trade Advocacy, Education and DEC Engagement
The NADEC Board of Directors has been busy this summer following up on ideas and recommendations from the successful 2026 NADEC Annual Export Conference in Nashville.
Trade policy remains a priority. The NADEC Trade Policy Committee continues to monitor USMCA negotiations and developments affecting trade with Mexico and Canada. NADEC is also developing an action plan to support reauthorization of the Export-Import Bank of the United States (EXIM Bank), with more information expected this fall.
Education and outreach are also expanding. Recent webinars have addressed DEC best practices and the growing impact of AI on international trade. Upcoming programs include “Navigating the BIS Revised 50% Rule” on August 18 and “Export Finance Resources for U.S. Exporters” on September 24.
NADEC is also moving forward with several new initiatives, including the Trade DNA Cup and plans for enhanced AI capabilities on the NADEC website in 2027.
A major new initiative is the formation of a NADEC DEC Task Force, created to explore ways NADEC can better support local District Export Councils. The task force reflects the strong engagement of local DECs at this year’s conference and will help shape future NADEC programs, advocacy and governance.
NADEC appreciates the continued partnership of the U.S. Commercial Service (USCS), whose support provides valuable insight into Administration priorities, strategies and programs that benefit U.S. exporters.
As the NADEC year comes to a close, I am so grateful for the NADEC Board members, Associates, Advisory Council members, local DEC members, USCS partners, and supporters of international trade for their continued commitment to strengthening U.S. exports—particularly for small and medium-sized businesses.

Trade Policy Committee Chair, Minnesota DEC
Presentation on Tariff and International Trade Compliance Issues
The webinar presentation offered an overview of several rapidly developing issues in U.S. trade policy. Recent court decisions continue to challenge certain tariff programs. As these developments play out, companies involved in international trade will encounter both risks and opportunities, particularly as they relate to potential tariff refunds and future compliance obligations domestically and abroad.
These issues will take on more importance as the United States continues to negotiate an update to the USMCA. There will be more to come and the AzDEC will continue to advocate for policies that support international trade opportunities.

Statement from AzDEC on the USMCA Joint Review
On July 1, 2026, the United States, Mexico, and Canada convened the first mandatory Joint Review of the United States–Mexico–Canada Agreement (USMCA), as required under the Agreement’s review provision. Following that meeting, the Office of the U.S. Trade Representative announced that the United States did not agree to renew the USMCA in its current form. AzDEC is disappointed by this outcome and will continue to advocate for renewal. At the same time, we want to be clear about what this determination does, and does not, mean:
- The Agreement remains in full force and effect. Nothing about the current terms of USMCA has changed. Duty-free trade and the Agreement’s other provisions continue to operate exactly as they have.
- This is not a termination. Under the Agreement’s terms, absent a party electing to withdraw, USMCA will continue in force until at least July 1, 2036.
- The door remains open — at any time. The parties may agree to renew USMCA for an additional 16-year term whenever they reach agreement; renewal is not limited to scheduled review windows. Until an agreement is reached, the parties are required to meet annually to continue discussing renewal.
- Negotiations are continuing. USTR has confirmed that the United States and Mexico will hold a third round of bilateral negotiations the week of July 20, 2026, as part of the ongoing review process, and that engagement with both Mexico and Canada will continue.
AzDEC remains confident that, in the fullness of time, the United States, Mexico, and Canada will reach a renewal agreement that reflects the deep economic integration of our three countries. We will continue to monitor these negotiations closely, advocate for USMCA renewal, and keep our members and the public informed as they progress.
AzDEC also wishes to recognize Daniel Watson, Assistant U.S. Trade Representative for the Western Hemisphere, on his retirement from USTR. Mr. Watson has played a central role in North American trade policy for well over a decade, including as Deputy Chief Negotiator for USMCA itself. We are very grateful for his leadership and his contributions to the U.S.–Mexico–Canada trade relationship, and we wish him well.

NADEC Announces the 2027 Trade DNA Cup
The Trade DNA Cup is an undergraduate student team competition between universities from across the USA, Mexico and Canada. This international trade competition challenges students to apply real-world global business skills. The 2027 Trade DNA Cup competition will take place at Arizona State University’s Thunderbird School of Global Management in Phoenix, Arizona on February 18 & 19, 2027. What is Trade DNA?
The Trade DNA program is an education outreach program offered by The National Association of District Export Councils (NADEC). This program invites students of all ages from middle school to university to consider a career path in global trade and was conceived by the North Carolina DEC as “Building the Trade DNA™” in 2017.

ACE Export Compliance Event
The Arizona District Export Council (AzDEC) and the U.S. Commercial Service are presenting a two half-day export compliance training for the trade community that brings federal experts directly to you. Over two focused half-days, officers from the U.S. Census Bureau will cover regulations and filing requirements of the Foreign Trade Regulations (FTR).
Overview of Jordan’s Water Infrastructure Projects
Jordan is one of the world’s most water-scarce countries, driving continued development and investment in new water supply, wastewater treatment, and water reuse infrastructure along with more efficient water use. Under Jordan’s National Water Strategy 2023–2040, the sector is advancing major infrastructure projects with support from the Government of Jordan, international donors (of which the United States Government is the largest), and development finance institutions.
Among the most significant upcoming opportunities for U.S. companies are the supply of goods and services for large diameter pipelines, tanks, and pump stations under the National Conveyance Project (NCP) Readiness Program, Jordan’s first desalination project, representing nearly $1 billion in planned projects. Additional opportunities include the design, construction, and operation of a new Wadi Zarqa Wastewater Treatment Plant. U.S. companies will gain practical insights into these projects, including their scope, timelines, funding structures, procurement pathways, and areas where the supply of U.S. technologies, equipment, and expertise may be relevant.
